Our Team

    • Michael Hofener, P.E., PTOE

      President


      Mr. Hofener is the President of TEC and a Principal in the Oklahoma City office. He has been a Traffic Engineer with the firm since 2007 and has been involved in transportation/traffic engineering since 2003. His duties include traffic impact studies, operational analyses, multimodal mobility analysis, and traffic signal timing, coordination, and implementation. Prior to his employment with TEC, Mr. Hofener worked as a consultant where he conducted traffic impact studies, Intelligent Transportation System (ITS) design, and traffic signal design.

    • B.J. Hawkins, P.E., PTOE

      Principal


      Mr. Hawkins is the Vice President of TEC and a Principal in the Oklahoma City office. He has been a Traffic Engineer with TEC since 2006 and involved in transportation/traffic engineering since 2005. He worked at the TEC Tulsa office for three years before relocating to the Oklahoma City office in 2009. His duties include traffic impact and traffic simulation studies, bicycle facility and ADA pedestrian improvement design, designing traffic signal, signing, striping, lighting, and construction traffic control plans, and quality assurance/quality control. Prior to his employment with TEC, Mr. Hawkins worked through the University of Oklahoma (OU) and the Oklahoma Department of Transportation (ODOT) as a research assistant where he oversaw the developing and testing of early strength concrete to be used on road, highway, and interstate patching.

    • Todd Butler, P.E., PTOE

      President


      Mr. Butler is a Principal at TEC in the Oklahoma City office. He has been a Traffic Engineer with TEC since 1988 and has been involved in transportation/traffic engineering since 1986. His duties include project management on projects ranging from small traffic studies to large design and analysis projects. Prior to his employment with TEC, Mr. Butler worked as the Acting Chief Traffic Engineer for the City of Oklahoma City where he supervised all activities of the Traffic Management Division.

    • Wayne Russell, P.E., PTOE

      Sr. Vice President


      Mr. Butler is a Principal at TEC in the Oklahoma City office. He has been a Traffic Engineer with the firm since 1996 and has been involved in transportation/traffic engineering since 1985. His duties include design of traffic signals, roadway lighting, signing and striping, and construction traffic control plans as well as roadway lighting photometric analysis. Prior to his employment with TEC, Mr. Russell worked for the Oklahoma Department of Transportation (ODOT) in the Traffic Engineering Division.

    • Nathan Becknell, P.E., PTOE, PTP

      Principal/Fayetteville Manager


      Mr. Becknell is a Principal at TEC and the Manager of the Fayetteville TEC office which he opened in 2019. He has been involved in transportation/traffic engineering since 2004 and his duties include creating traffic network plans for a variety of users including pedestrians and bicycles, conducting traffic impact studies, designing traffic signal, signing, striping, and lighting plans, and transportation planning. Prior to his employment with TEC, Mr. Becknell worked five years for the City of Rogers with the last two years as the City Engineer primarily overseeing transportation, drainage, and private development permitting and as a consultant where he designed a variety of municipal transportation, traffic projects, and construction management.

    • Esther Shaw-Smith, P.E., PTOE

      Principal


      Ms. Shaw-Smith is a Principal of TEC in the Oklahoma City office. She has been a Traffic Engineer with TEC since 2022 and involved in transportation/traffic engineering since 2003. Her duties include project management, business development, traffic engineering design, transportation planning, ADA improvements, and school studies. Prior to her employment with TEC, Ms. Shaw-Smith worked as a consultant where she oversaw project management on projects ranging from small traffic studies to large design and analysis projects, civil infrastructure design including local roadway, sidewalks, water and wastewater distribution and transmission, and roadway lighting.

    • Finley Vinson, P.E., PTOE, PTP, RSP

      Little Rock Manager


      Mr. Vinson is the Manager of the Little Rock Office at TEC which he opened in 2022. He has been involved in transportation/traffic engineering since 2003. His duties include project management, roundabout analysis and design, transportation planning, and traffic signal timing. Prior to his employment with TEC, Mr. Vinson worked for the City of Conway for twelve years where he held several titles including Traffic Engineer, Transportation Planner, Floodplain Administrator, City Engineer, and ultimately Transportation Department Director and as a consultant where he was responsible for civil design of various projects including public and private roadways and buildings.

    • Erica Myers, P.E., PTOE

      Senior Traffic Engineer


      Ms. Myers is a Senior Traffic Engineer at TEC in the Oklahoma City office. She has been a Traffic Engineer with TEC since 2022 and involved in transportation/traffic engineering since 2006. Her duties include traffic impact studies, operational analyses, and school studies. Prior to her employment with TEC, Ms. Myers worked as a consultant where she was responsible for projects ranging from small traffic studies to large corridor analysis projects, multimodal studies, roadway network simulations, trip generation studies, environmental planning, and public outreach.

    • Jackson Slayter, E.I.T

      Traffic Engineer


      Mr. Slayter is a Traffic Engineer at TEC in the Tulsa office. He has been a Traffic Engineer with TEC since 2022 and involved in transportation/traffic engineering since 2021. His duties include traffic impact studies, traffic signal, signing, and striping design.

    • Steve Booth

      CADD Supervisor


      Mr. Booth is a CADD Supervisor at TEC in the Oklahoma City office. He has been with TEC since 1998 and is responsible for managing all the production and format of the design plans which TEC provides.

    • Chris Crook

      CADD Technician


      Mr. Crook is a CADD Technician at TEC in the Oklahoma City office. He has been with TEC since 1996 and is responsible for design of traffic signal, roadway lighting, signing and striping and traffic control plans. Mr. Crook is also the traffic data collection supervisor and is in charge of maintaining and developing drafting software.

    • Miguel Perez

      CADD Technician


      Mr. Perez is a CADD Technician at TEC in the Oklahoma City office. He has been with TEC since 2019 and is responsible for design of traffic signal, roadway lighting, and signing and striping plans. Mr. Perez is also responsible for all traffic data collection.

    • Chris Loy

      CADD Technician


      Mr. Loy is a CADD Technician at TEC in the Tulsa office. He has been with TEC since 2022 and is responsible for design of traffic signal, roadway lighting, signing and striping, and construction traffic control plans.
