- Steven
Steven Hofener, P.E., PTOE
Principal
Mr. Hofener is a Principal at TEC in the Oklahoma City office. He has over 40 years of extensive experience in Transportation Engineering and Planning and has published several articles in the transportation field. Mr. Hofener has worked for the Oklahoma Department of Transportation Roadway Division, and has worked for both the Texas Transportation Institute (a nationally known transportation research branch formerly of Texas A&M University) and the Texas Engineering Extension Service (a professional engineer teaching branch of Texas A&M). Mr. Hofener also worked for the City of Oklahoma City for five years as a Traffic Engineer, the last three of those years he served as the Chief Traffic Engineer where he dealt extensively with planning commissions, traffic commissions and city councils. His experience with Oklahoma City also includes specification writing, traffic operations, signal design, signal timing, citizen response, and computer signal control.

Todd Butler, P.E., PTOE
President
Mr. Butler is currently the President of TEC and a Principal in the Oklahoma City office. He has been a Traffic Engineer with the firm since January 1988 and has been involved in transportation/traffic engineering since 1986. He has extensive experience in traffic signal design, traffic impact studies, traffic planning and all other aspects of traffic engineering and his duties include project management on projects ranging from small traffic studies to large design/analysis projects. Prior to employment with TEC, Mr. Butler was employed as the Acting Chief Traffic Engineer for the City of Oklahoma City where he supervised all activities of the Traffic Management Division. During this term, he also served as Secretary to the Traffic Commission. Before functioning as their Chief Traffic Engineer he was employed as a Traffic Engineer involved in all facets of design/engineering.

Wayne Russell, P.E., PTOE
Sr. Vice President
Mr. Russell is currently a Principal and Sr. Vice President of TEC in the Oklahoma City office. He has been a Traffic Engineer with the firm since February 1996 and involved in transportation/traffic engineering since 1985. He has experience in traffic impact studies as well as the design of construction plans for traffic signals, street lighting, construction traffic control, signing and striping. Prior to working for TEC, he spent 10 years with the Traffic Engineering Division of the Oklahoma Department of Transportation where his responsibilities included the supervision of all in-house design projects, checking consultant plans, monitoring the status of all in-house and consultant design projects, writing specifications and special provisions, and conducting engineering studies. At ODOT, he was directly responsible for the design of traffic signal, highway lighting, construction traffic control, signing and striping plans. Other responsibilities included approving shop drawings and material brochures, representing the Traffic Engineering Division at planning meetings, final inspections and various other meetings with local municipalities, state and federal personnel, as well as evaluating new materials and procedures to be used in design projects.

Vice President
Mr. Hofener is currently a Principal and Vice President of TEC in the Oklahoma City office. He has been a Traffic Engineer with TEC since April 2007 and involved in transportation/traffic engineering since 2003. He has extensive experience in conducting traffic impact studies, design of construction plans for traffic signals, traffic signal timing, system to system interchange traffic analyses, and system to network interchange traffic analyses. Prior to joining TEC, Mr. Hofener worked for Kimley-Horn and Associates where he was responsible for traffic impact analyses, Intelligent Transportation System designs and traffic signal designs throughout the state of Texas.

B.J. Hawkins, P.E., PTOE
Principal/Corporate Secretary
Mr. Hawkins is currently a Principal and Corporate Secretary of TEC in the Oklahoma City office. He has been a traffic engineer with the firm since May 2006. He worked at the TEC Tulsa office for 3 years before relocating to the Oklahoma City office in 2009. His has extensive experience in conducting traffic impact and traffic simulation studies, performing intersection and traffic signal warrant analyses, analyzing traffic signal timing plans, and designing traffic signal, signing, striping, lighting and construction traffic control plans. He has previously worked through the University of Oklahoma and the Oklahoma Department of Transportation as a research assistant. He was in charge of developing and testing early strength concrete to be used on road, highway and interstate patching.

Jon Eshelman, P.E., PTOE
Tulsa Manager
Mr. Eshelman is the Manager of the Tulsa TEC office which he opened in 2000. He has been involved in transportation/traffic engineering since 1973 and has extensive experience in transportation engineering and planning, and has worked on a wide variety of signal design projects, traffic impact analyses for new developments, traffic data collection projects, freeway operational analyses, parking studies, and safety studies. Prior to his employment with TEC, Mr. Eshelman worked for the City of Tulsa for 27 years. For the first 14 years, he served as a Traffic Engineer responsible for all aspects of municipal traffic engineering, including planning, designing, and maintaining traffic systems, traffic signals, traffic signs, and pavement markings. During this time, he also obtained special expertise in bicycle safety and design, roadway lighting, school safety, and parking design. For the last 13 years with the City, Mr. Eshelman served as the Chief Traffic Engineer. He worked closely with Mayors, City Councils, Planning Commissions, private developers, and the public. Prior to his career with the City of Tulsa, Mr. Eshelman was employed in Memphis by Harland Bartholomew and Associates where he designed traffic signals under the TOPICS Program.

Nathan Becknell, P.E., PTOE
Fayetteville Manager
Mr. Becknell is the Manager of the Fayetteville TEC office which he opened in 2019. He has been involved in transportation/traffic engineering since 2004 and has extensive experience in creating traffic network plans for a variety of users including pedestrians and bicycles, conducting traffic impact and traffic simulation studies, performing intersection and traffic signal warrant analyses, analyzing traffic signal timing plans, and designing traffic signal, signing, striping, and lighting plans. Prior to his employment with TEC, Mr. Becknell worked five years for the City of Rogers culminating with two years as the City Engineer primarily overseeing transportation, drainage, and private development permitting. Prior to that, he managed multiple transportation projects for the City bond program. He worked closely with Mayors, City Councils, Planning Commissions, private developers, and the public. Prior to his career with the City of Rogers, Mr. Becknell was employed for nine years as a consultant where he designed a variety of municipal transportation, and traffic projects. Additional prior experience includes construction management as a foreman on a concrete pipe crew and concrete finishing crew.

Traffic Engineer
Mr. Liu is a Traffic Engineer at TEC in the Oklahoma City office. He has been a Traffic Engineer with the firm since 2006 and involved in transportation/traffic engineering since 2004. He has extensive experience conducting traffic operational analyses, traffic modeling and simulation, traffic impact studies, designing traffic signal, signing and striping plans. Before joining TEC, Mr. Liu was employed with Beijing Mainsoft Transportation Software, Inc. where he was involved in the development and design of the Port Freight and Logistics Management System used in Beijing, China.

CADD Supervisor
Mr. Booth is a CADD Supervisor at TEC in the Oklahoma City office. He has been with TEC since 1998 and is responsible for managing all the production and format of the design plans which TEC provides.

Chris Crook
CADD Technician
Mr. Crook is a CADD Technician at TEC in the Oklahoma City office. He has been with TEC since 1996 and is responsible for design of traffic signal, roadway lighting, signing and striping and traffic control plans. Mr. Crook is also the traffic data collection supervisor and is in charge of maintaining and developing drafting software.

Mr. Coit is a CADD Technician at TEC in the Oklahoma City office. He has been with TEC since 2019 and is responsible for design of traffic signal, roadway lighting, signing and striping and construction traffic control plans.

Mr. Perez is a CADD Technician at TEC in the Oklahoma City office. He has been with TEC since 2019 and is responsible for design of traffic signal, roadway lighting, and signing and striping plans. Mr. Perez is also responsible for all traffic data collection.

Ms. Janway is the Office Administrator at TEC in the Oklahoma City office. She has been with TEC since 2020 and is responsible for managing and coordinating all company activities and operations including clerical duties, project invoicing, marketing, and all other administrative tasks within the company.
